I believe it may be lipstick with glitter on top but also im certain that costume/ makeup stores like ricky's would have something like that there..i would check it out

WOW! That is amazing lipstick and it does look so good on her but it is just like so many actual ruby slippers that I could not wear either. Perfect for young people though!
